Yes, with limits. Crews can install in cold weather when the roof is dry and safe. They hand-seal shingle tabs with roofing cement where the strip will not bond. Metal roofing handles cold better, because it does not rely on a heat-activated strip.
Snow and ice slow work and raise safety risk. Roofers may delay jobs until the roof is clear. For urgent leaks, a temporary fix and a spring install can be a smart plan.
